With reference to my despatch No.660 of the 18th instant I have the honour to transmit, herewith, a copy of a note from the Japanese Government sugesting that, in order to avoid danger of delay to official communi- cations as a result of the measures taken under Ordi- nance No.63 of the 18th instant, the name, official position and address of the sender should always be clearly shown. Although the language used is som ambiguous I do not think that any correspondence" addressed to either H.M.Diplomatic or Consular cials at their official adtrepses is likely to be delayed, even if the name and office of the m
not indicated; and, as this note seems to ir clearly the intention of establishing a sy censorship, in conformity with the wisher
so often expressed, I have thought it un
